Ways to Expand and İmprove the Process of Electronicization in the

Management System of State Structures in Azerbaijan

 

Abstract

To expand and improve the process of electronicization in the management system of state structures in Azerbaijan, several key strategies should be implemented. First, there is a need to enhance the digital infrastructure by investing in high-speed internet and reliable software systems to support e-government platforms. This includes upgrading cybersecurity measures to ensure the safety of data and transactions within government systems. Secondly, the government should prioritize digital literacy for both employees and citizens. Training programs aimed at enhancing the skills of public sector workers will facilitate the smooth adoption of new technologies, while educational campaigns for citizens will encourage the use of online services. Third, simplifying and streamlining bureaucratic processes through digital platforms will reduce administrative burdens, increase transparency, and improve efficiency. Integrating electronic platforms across various government services, such as tax administration, public procurement, and legal services, will also improve coordination and service delivery. Furthermore, fostering partnerships with technology companies and international organizations can bring in expertise and resources to accelerate digital transformation. Finally, a clear legal framework and governance mechanisms need to be established to ensure the accountability, transparency, and continuous improvement of e-government systems, creating a more inclusive and responsive public administration.
