Development of Non-oil Industries in the Regions:

Opportunities and Limitations

 

Abstract

 

The article analyzes the crises that the “Dutch syndrome” will create in the regions of Azerbaijan in the future and the directions of development of the non-oil industry, which are potentially relevant and may face restrictions in the future. The fundamental assessment of the impact of the diversification policy on the activities in the economic structure, regional industrial development, and the study of existing opportunities for the diversification of industrial zones are examined, namely the efficient use of natural resources, the expansion of logistics and transport infrastructure, the creation of industrial parks, the correct orientation of human capital, and the improvement of state support mechanisms. At the same time, the constraints that prevent or slow down the development of the non-oil industry in the regions are identified — such elements as low or unsystematic development of infrastructure, regional differences in the investment environment, misdirection of innovation potential, lack of qualified personnel and misuse of existing resources, and limited technological innovation. The results of the study show that for the balanced development of the non-oil industry in the regions, a complex state policy, activation of the private sector, public–private partnership and the application of innovative approaches are of great importance. The importance of ways to adapt the experiences of other countries to the region and apply them more effectively by estimating their benefits and risks is noted. The article contains strategic priorities and recommendations for identifying the industrial potential of the regions, their proper distribution, and the implementation of future innovation plans on a phased and sustainable basis.
