Assessment of the Impact of “State-University-Industry” Partnerships on Socio-Economic Development Based on Financial Indicators

Abstract. In the modern world, sustainable economic growth and social welfare directly depend on the development of the innovation ecosystem. The state-university-industry partnership (triple helix model) combines the potential of subjects and acts as the main driving force in the formation of the knowledge economy. In this article, the impact of the mentioned tripartite partnership on socio-economic development was investigated on the basis of specific financial indicators and cost-benefit analysis sub-models. During the research, it was found that investments in the innovation sector directly affect the growth of GDP at the macroeconomic level, and the increase of university licensing revenues and industry return on investment (ROI) at the micro level. The practical significance of the work consists in the proposal of uniform financial metrics to quantitatively evaluate the effectiveness of partnership models.
