Abstract. In the development stage of modern society, the deepening of social problems and increasing the efficiency of management mechanisms aimed at solving them have become one of the main directions of state policy. Social problems cover complex areas such as low welfare levels of the population, unemployment, inequality in housing provision, unequal access to education and health services, and inefficiency of the social protection system. Optimization of management activities in eliminating these problems is closely related to the flexibility of decision-making mechanisms, rational allocation of resources, result-oriented planning of social policy, and the application of digital management technologies.
Optimization of social management involves both the coordination of the activities of state bodies and the participation of non-governmental organizations and civil society in this process. The new management model should be aimed at the development of human capital, ensuring social justice and the formation of sustainable well-being. In this regard, it is important to conduct management activities in the social sphere on a scientific basis, and base decisions on statistical and sociological analyses. At the same time, the application of information and communication technologies, in addition to increasing the quality of social services, ensures transparency and accountability.
One of the main directions within the framework of optimizing management activities is the efficient management of resources and the application of result-oriented budgeting. This approach increases the effectiveness of social programs and strengthens the social responsibility of the state. In addition, risk management, promotion of social innovations and the formation of personalized services in accordance with the needs of population groups are components of modern social management.
