Legal Basis of the Interrelations of State Authority Bodies and Local Self-government Bodies on the Management of Residential Areas
Abstract
The article is devoted to the issues of assessing the legal basis of the mutual relations between state authorities and local self-government bodies, which are entrusted with the authority to manage settlements. The study of the legal basis of the mutual activities of state authorities and local self-government bodies shows that the areas of authority of state authorities and local executive authorities for the management of settlements should be differentiated. State authorities implement state-wide measures to ensure the vital activity of the population throughout the country. Local executive authorities, on the other hand, perform management functions in the field of resolving issues of local importance in the administrative territory. There is a need for legal justification for the delegation of a certain part of the powers of local authorities to municipalities.
