International Experience and Application Possibilities of the Tripartite Partnership Model in the Context of Strategic Management

Abstract. In the modern global economy, expanding innovation activities, developing the knowledge economy, and increasing competitiveness require stronger cooperation among government, universities, and business sectors. In this context, the Triple Helix model is considered one of the most important approaches for building innovation systems and improving the effectiveness of strategic management. This article examines the theoretical foundations, international experience, and application opportunities of the Triple Helix model within the framework of strategic management. Comparative analysis, a systematic approach, and scientific literature review methods were employed in the research. Based on the experiences of the United States, Germany, Finland, and South Korea, the impact of state-university-industry cooperation on innovation processes was evaluated. The study found that the Triple Helix model contributes significantly to the commercialization of scientific knowledge, acceleration of technology transfer, development of human capital, and stimulation of economic growth. Furthermore, the prospects for implementing this model in Azerbaijan were analyzed, and recommendations were proposed for its effective application. The findings indicate that balanced cooperation among government support mechanisms, university research capacity, and business investment opportunities is one of the key factors for sustainable development.
