The Concept of the Principle of Legal Security and Its Constitutional Value
Abstract
The law is the only means that leads to achieving public interests by protecting the rights and freedoms of individuals in addition to achieving the common interests of the components of society, whether they are natural or criminal persons. Therefore, it was necessary for legislation to provide some protection for legal rules. Despite the existence of the supremacy of the law or legislation, it may happen that the legislation becomes a subject of controversy and contradiction. The origin is that legal rules are characterized by stability and clarity. From here, the term legal security appeared, through which legislators seek to achieve this stability with regard to legal rules.
